I assume you mean Counter Strike: Global Offensive? If so you can buy it on Steam here:

It pretty much stays at $15 all the time except on the few occassions it drops lower during something like the Steam Summer Sale, or winter sale, but I haven't seen it go on sale for long at all. If you can afford the $15 it is more than worth it though.

Yeah Ideally it's best to buy it on steam 
There are other websites which will offer it for less than steam, such as G2a, but I would not recommend going there.
